How to Hide Add Goals Button For a Specific Goal Plan?

Requirement:

We Have a goal plan which will be assigned to a certain population – approximately 400 employees. We are going to add 3-4 goals to the goal plan which will be assigned to desired population. Once these goals are assigned to desired population, we want employees to work on only the assigned goals. The employee should not be able to add new goals. We do not need employees to select Add Goals button to create new goals and need to hide the button. We have other goal plans which are assigned to different populations and they should be able to create new goals within their goal plan.
