HCM Transactions Failing, Server Logs Show InvalidSecurity : error in processing the WS-Security security header

When attempting to submit various HCM actions, they fail to complete successfully and FYI Failure notifications are received.
Investigation of the SOA server logs show the error detail:
JobServiceV2 failed with error: oracle.j2ee.ws.client.jaxws.JRFSOAPFaultException: Client received SOAP Fault from server : InvalidSecurity : error in processing the WS-Security security header.
Check the underlying exception. Ensure that the SOA composite is configured correctly.
