Unable to upload the currency rates

Customer is trying to upload the currency rates. However, when going to Setup and Maintenance -> Manage Daily Rates -> Go to Task -> Daily Rates tab -> Create in Spreadsheet, an MS Excel file is generated, but no connection pop-up is displayed, causing the issue, as per below:
