Lead Reassignment Not Working When Using Territories with Auxiliary 1

After creating a Lead, the assignment is run and it is assigned to a territory. After adding additional information, running the assignment again does not update the territory.

When an assignment is run the Lead should be updated to the proper territory.

The issue can be reproduced at will with the following steps:
1. Enable territory based assignment for leads. Territory assignment for lead is based on customer Geography and Auxiliary1.
2. Create a lead for customer in US and Auxilary1 set to "FI".
3. Run territory assignment for lead.
4. A territory got assigned to the lead.
5. As user has incorrectly captured the value in Auxilary1, change the value
5. Run the territory assignment for lead.
6. Expected territory to get updated with "US Cinema". But, territory remains as "US FI"

The issue has the following business impact:
Due to this issue, users cannot re-assign a Lead to a new territory as expected
