Duplicate Identification And Resolution processes Are Really Slow (Doc ID 2162881.1)

ACTUAL BEHAVIOR
---------------
Duplicate Identification and Resolution are really slow

Duplicate Identification batches are taking a long time to process and create the merge resolution batches. This is for both the step that creates the Pending batches during identification (for a 150k identification subset it's taking hours), to the step that submits them for auto-merge to the Submitted status (about 500 batches per hour). In past experience, this process should be really quick.

Secondly, once the batches are in Submitted status, to process them to a Completed status (or whatever status it ends up with) is also taking a long time. I'm seeing about 1000 batches per hour currently.
