A user has "No Access" on the root bundle, and is an Administrator on a bundle. If there is a team associated to this Bundle, the user is getting an error while trying to modify the roles of users on that team.

Couldn't find User with 'id' -- {followed by an SQL Query}

The issue can be reproduced at will with the following steps:
1. Create a user in workflow & automation & do not provide him any role at the root level bundle
2. Add the user as an administrator to a Bundle
3. Add a Team to this Bundle
4. Login as this user
5. Ensure you are in the Bundle that you were assigned admin to, in Step 2
6. Go to Resources-> Teams
7. The team which was assigned to this bundle should show in the table. The team will also have configure icon next to it. Click to open the team in edit mode
8. Add or remove any role from any user in this team now.
The error would show up.

The issue has the following business impact:
Due to this issue, users cannot perform all the activities allowed to him
