A User is logged into OTM and successfully sees the OTM Menu. When the change the User Role (by clicking on the "Role" in the top right corner and selecting a new role), the screen is refreshed, but the User Menu is not displayed. In reviewing the Manage User Access, there is a User Menu assigned to the User/Role/Level combination being switched to.
