Account Manager unable to create or submit a Promotion (Doc ID 2163338.1)

Symptoms

On : 11.1.11.1.0 version, Consumer Goods for Retail Execution

ACTUAL BEHAVIOR
---------------
The Account Manager does not have option to create a Promotion.
Also, the Account Manager is unable to Submit a Promotion to change its status from Draft to Approved.

The options to perform the above functionality are not available for the user.
 

EXPECTED BEHAVIOR
-----------------------
An Account Manager should be able to create & approve promotions
 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as an Account Manager
2. Go to Promotions
3. Check for an option to create a promotion
4. Open an existing promotion
5. Check for an option to Submit the promotion

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users are unable to proceed with promotion creation & approvals
