Error on To Attach A Promotion Program To Promotions

On : version, Sales For Consumer Goods Retail Execution

The user is unable to assign Account to the Promotion which is associated with a Promotion Program. Even though there is no territory assigned to the Promotion Program, there is an error mentioning that the account does not belong to the territory covered by Promotion Program.

The account does not belong to the territory that the promotion program covers. Specify either a different promotion program or a different account.

The issue can be reproduced at will with the following steps:
1. Login as Marketing Manager
2. Create a Promotion Program
3. Add only mandatory details like name, start & end date, and Save the program.
4. Add Products to the Promotion Program - Save
5. Submit the Promotion Program to change the status from Draft to Approved
6. Login as Account Manager
7. Create a Promotion
8. Add Name of Promotion & select the Promotion Program created in above steps
9. Choose an Account from the drop down
10. Click on Save & Continue

The issue has the following business impact:
Due to this issue, users cannot proceed with implementation
