Symptoms
When attempting to convert a Concept to an Item, the following error occurs:

"Concept Component Name" (000) has the following errors.
This action is not allowed.
-- Steps
The issue can be reproduced at will with the following steps.
1. Login to Fusion Applications
2. Navigate to Concepts Offering
3. Search for a Concept
4. Open Concept
5. In middle menu select 'Actions' -> 'Convert to Item'
