Fusion Global Hr: Auto Approval Not Working For DOR

When attempting to create DOR for terminated employees, HR received an approval notification without Approve/Reject button even though the rules are available for auto approval

The issue can be reproduced at will with the following steps:
1. Person Management > Select Include Terminated Relationships
2. Search for an ex-employee
3. Go to Manage Document Records
4. Create a record and submit
5. Notice that the HR has received an approval notification which says -
Document for XXX, requires approval

The notification also has the below error -
FAULT_NAME=selectionFailure::FAULT_TEXT=com.oracle.bpel.client.BPELFault: faultName: {{http://schemas.xmlsoap.org/ws/2003/03/business-process/}selectionFailure} messageType: {{http://schemas.oracle.com/bpel/extension}RuntimeFaultMessage} parts: {{ summary=The <from> value is invalid. The result of from-spec is null. Either the from node value or the xpath query in the from node value was invalid. ...}
