TCC: Candidate Bypass Validation Error (Doc ID 2164792.1)

Symptoms

 A TCC Candidate import using the bypass operation fails with a validation error in the results file for the record.  The corresponding error in the TCC Console response is:

 NOTE: The error can also come up with a 'revert' import.
