IAM-3050203: You Do Not Have Permission to Unlock the User(s) as the User(s) Is Locked by Administrator

Information in this document applies to any platform.
A user account can be locked when the user enters 5 or more incorrect passwords when attempting to log into P6 in an Oracle Cloud environment. When an Administrator tries to unlock this user from OIM, the below error will be displayed.
