Unable to Open a Document in Document Designer [Could not find component information] (Doc ID 2166228.1)

Symptoms

On opening a Document in Document Designer, the following error is received:

Could not find component information.

In bm.log, this is the full error (no stack trace):

[ERROR] com.bm.xchange.services.templateengine.component.ComponentServiceImpl.getAllComponentsForOpenValidations(ComponentServiceImpl.java:1832) - Could not find component information.
