BICS:VA - Filter's Date Range Is Not Correct When Locale Is Set to Non-English

This is for BICS users of the embedded "VA Projects" (Visual Analyzer) tool.
Symptoms
When Local(location) is set to non-English (Example: Japanese) in My Account, date range filter is not correct.
1. Set Locale(location) to non-English (Example: "nihongo - nihon", Japanese) on Preferences Tab.
2. Date Range filter panel returns incorrect range of dates. The table view shows 2005; so 2005 should be the Start Date.
Instead, the data range returns "Start" as 2068 and "End" as 2099, which does not match the data.
Additional Information

- When Locale(location) is set to "Chinese - China" or "Korean -Korea", date range filter is also incorrect. However symptom is different. Both Start and End is 2016 and cannot be changed.
- When Locale(location) is set to "English - Australia" or "English - United Kingdom", it works fine as well as "English -United States".
