Symptoms
On : 11.1.10.0.0 version, Receipts
When attempting to save AR receipt write-off transactions
the following error occurs:

ORA-06510: PL/SQL: unhandled user-defined exception ORA-06512 at "FUSION.ARP_PROCESS_APPLICATION",line 8026 ORA-06512: at line 1
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Receivables > Receivable Balance> Manage Receipts >
2. Query up receipts > Search
3. Click on Receipt #
4. Actions > More > Create Write-off
5. Enter required data
6. Save

The issue has the following business impact:
Due to this issue, users cannot create write off activities
