Unable Configure Default Benefit Relationship - Remote Region Error

When attempting to Configure Default Benefits Relationships the following error occurs.

Unable to retrieve content. Additional information for Remote Region error#25.

An error occurred while invoking task Configure Default Benefit relationships. Review the functionalSetupServer logs for more details on this error.Contact your helpdesk

The issue can be reproduced at will with the following steps:
1. Navigate to Setup and Maintenance screen,
2. under Search:Tasks, search for "Configure Default Benefits Relationships"
3. Click "Go To Task"
4. Enter Usage, Country and Legal Entity and click on Done
5. Error appears

The issue has the following business impact:
Due to this issue, users cannot create default benefit relationships
