Unable to Route Failed Approval Workflow to Approver (vs. Seeded Submitter)

In BPM, there are notification options to route the task status to different recipients. For task status “error,” the seeded recipient was the initiator. We updated the configuration to be routed to Approver, but the error is still being routed to the submitter / initiator and is showing as Completed in BPM (see screen shots attached). Is there a way to route the FYI: Failed notifications to the Approver?
