How to Enable the OSN Developer Site?

Goal

Oracle Social Network (OSN) comes with an SDK/API that can be used to create connections into OSN.  This includes functionality like the ability to create adapters to be used for additional Web Conferencing integrations similar to WebEx.  This Knowledge Article is to provide steps on how to enable the OSN Developer Site.
