Cannot add user as a team member to Sales Cloud Account

Trying to add a user as a team member to an account, but the user doesn't shows up in the search. The user can be found in the resource directory.

Expecting to be able to assign the user as an account team member.

The issue can be reproduced at will with the following steps:
1. Login to Sales Cloud
2. Navigate to SUI > Sales Account
3. Search and Edit an account
4. Click Team tab
5. Click Add Team Members

The issue has the following business impact:
Due to this issue, users cannot assign team member to account.
