Territory Assignment for France not working after Importing Accounts (Doc ID 2169986.1)

Symptoms

On : 11.1.11.1.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
---------------
Customer is having issue with Account Assignments after import.
Accounts have addresses in the file for import.
Customer is including the fields:
"Postal Code"
"City"
"Region"
"Department"
Assignment works for Accounts made via SUI / ClassicUI

EXPECTED BEHAVIOR
-----------------------
Assignment should work for imported values as well.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Import Accounts similar to "Comptes_V1.csv"
2. After import, run Assignment

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot assign imported account records
