On : 11.1.10.0.0 version, Goal Management

Is there any way to hide profile content items from Target Outcomes drop down ?

User trying to hide two content items from the default drop down LOVs in the Target Outcomes section of the goal creation page; however, they noticing that these look to be hard-coded system data that cannot currently be modified by system implementation consultants.
User tried using the 'Manage Profile Content Types' task in FSM to remove the 'Goals' Relationship from these content items, but the delete button is grayed out.
Any other way to remove these values ? Is this possible currently, or will this require an Enhancement Request ?
