How to activate the Duplicate Identification warning window on Account and Contact creation (exact name match)? (Doc ID 2170921.1)

Goal

 After Release 11 Update Bundle 8 when creating an Account or a Contact with the exact same name of an already existing record the Duplicate Identification warning window is not shown and the duplicate record is created.
