Pending Goals Are Not Showing under Administer UI (Doc ID 2171236.1)

Symptoms

Issue Description:
Goals Pending for approvals are not showing

It is identified that few top managers are created their goals and it is submitted for approval.
And this was pending for approval from the top manager.

Now these goals are not visible with top manager pending list or the worker's goal page.
Also not showing in 'Pending goals page' in Administer goals.
