Goal Plan Set process not updating proper weights

A Goal Plan Set has been assigned to a specific set of workers with goal plan weights 65, 15 and 20. Later HDL was used to update the goal plan weights to 60, 20 and 20. After the update via HDL, the changes in weight are reflected in the Goal Plan Set definition. When the modified goal plan set is assigned for the workers, the changed weights are reflected for the newly added workers. For the workers who were initially assigned the goal plan set, the goal weights are not modified. Why?
