OOTB Fields For Email Address Not Working For MDF Request And Claim

ACTUAL BEHAVIOR
---------------
OOTB fields for Email Address not working

Requirement is to send custom email notification to Record Creator when any action is taken .

EXPECTED BEHAVIOR
-----------------------
Notification email should be sent out to the email address configured in To Address field.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In object workflow in the Email Details, we have added "Record Creator" in the To Address section.
2. However, no email is received.
3. Further we added our email ids to the Cc section.
4. We received the email (mail id in Cc), but the To Address was blank (Record Creator in the object workflow).
