Rate Inquiry (RIQ) is Not Showing Expected Result When A Special Service ID is Defined At ITEM Level (Doc ID 2172750.1)

Symptoms

You find that RIQ is not showing expected Result when a Special Service ID is defined at ITEM level

Steps to replicate:

1. Define a Special Service ID with just Rating.
2. Attach the above Special Service ID to and ITEM
2. Attach the above same Special Service ID to a Rate Offering
3. Perform RIQ to qualify for the above Rate Offering and above ITEM/PACKAGED_ITEM , then RIQ is not restricted show only the Rate Offering attached with the Special Service ID.
    Instead it is showing all the other qualified Rate Offerings.

This is working when you define a Special Service ID constraint or with "Rates" option - if you enter any filter like Equipment Group or service Provider or Transport Mode then it is returning expected results.
