Lead With Contact Import Resulted In Unsuccessful Status

On : 188.8.131.52.0 version, Leads, Sales Campaigns
When importing Leads without contacts, the import run successfully. However, the import goes to Unsuccessful state if the customer imports the Leads with Contacts. These contacts do not exist in system and the customer is not using any OS/OSR in the import file because they do want to create the contacts in the system but put them in Lead records as text values (same as user does in Simplified UI, he/she doesn't need to create contact but they can type any values).
