No Email received for SEM Report generation

On : Listen and Analyze

The SEM Reports (User Reports & Channel Reports) are not getting downloaded. There is no email received even after very long wait.

The email with the report URLs should get downloaded

The issue can be reproduced at will with the following steps:
1. Goto Listen & Analyze -> SEM Reports
2. Select a Channel under Channel Menu
3. Select Date Range & complete all other mandatory fields
4. Click Email File.
5. Check the checkbox (or choose not to select it) - for Include Comments
6. Click Email
The behavior can also be replicated for User Report.

The issue has the following business impact:
The management reports cannot be generated - weekly schedules impacted
