Emails: Signature Layout/Rule does not Work in Preview or Test Sends

Symptoms
When previewing an email or doing a test email send, the signature layout doesn't populate with the expected sender information.
Email preview:
The signature layout will populate based on the Signature Field values of the logged in user
Email test send:
The signature layout will populate based on the value selected in step 2. Select a User from whom to send (navigate to Assets > Emails > search for and open the desired asset > > Test Content...):
If no value is selected: The test email will not send. The following message will display: "WARNING - This email could not be sent to some of the recipients."
If any value is selected: The signature layout will populate based on the Signature Field values of the selected user
