Coverage Starting incorrectly

Coverage is starting 2 months later instead of First on next month

New hire Life Event is setup to start coverage first of the month after the life event, however it's starting another month later
Eg: Life event on 8/1 the coverage should start 9/1 but is starting on 10/1
