Job Level Approval Routing Fires in Wrong Order (Doc ID 2173797.1)

Symptoms

 When using job level approval routing, the change order rule is only recognizing action one under rule setup, and not recognizing action two and action three.  This setup is working file in one instance but not another.

 
The issue can be reproduced at will with the following steps:

1. Create a change order.
2. The approval rule is considering the action one only and not following the action two  and action three.
