Importing by Command Line Results in a Failed Import and No Error Message

Running an XER import via command line results in an unsuccessful import, with no error message.
An XER import should complete successfully when running the command PM.EXE /username= [/password=] [/alias=] /actionScript= [/logfile=]
The issue can be reproduced at will with the following steps:
1. Create actions.xml in a text editor (Example: Word or Wordpad).
2. Run the command PM.EXE /username= [/password=] [/alias=] /actionScript= [/logfile=] using the actions.xml file
3. Observe a "Complete" message - no error reported.
4. Observe that the XER was not imported.
The issue has the following business impact:
