Emails: Japanese Email Content Rendering Incorrectly in Microsoft Outlook 2013 and 2015

Symptoms
The 2013 / 2015 versions of Outlook does not render Japanese characters correctly. Other email clients, including alternate Outlook versions, do not experience the issue. This may manifest in the following ways:
Symptom 1: Recipients who are using only English when an email contains one or more middle points (also known as interpoints or interpuncts). For example, the ( ・ ) of 珍問・難問
Symptom 2: Recipients who are using a Japanese operating system may still encounter rendering issue if their operating system's Locale setting is Japanese (Japan) and the Outlook default language setting is NOT Japanese
