Symptoms

On Oracle Fusion, 11.1.11.1.0 version, When trying to define Manage Tax conditions sets, user is unable to get values for field: "Value or From range"


EXPECTED BEHAVIOR
-----------------------
Expecting to have value on the list of values (LOV)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. On Navigator
2. Go to Setup and Maintenance
3. Query by Task: Manage Tax conditions
4. Create a condition set for existing Determining factor with factor: Tax Classification code
5. Click on the LOV for field: Value or From range and observed there is not values on it
