Emails: Layout Becomes Garbled when Saving an Uploaded HTML Email or Email Template (Doc ID 2177479.1)

Symptoms

When an HTML email file is uploaded and a change is made using the WYSIWYG visual editor (design editor) and then is saved, the left-side layout becomes scrambled, showing HTML code. The HTML code may also be revised to include ":a0" in the tags.

This issue applies to both regular emails and to email templates.
