Contract Management Access is Missing to User

Symptoms
Find out that Contract management is not visible in Navigator, while expecting this to be available. Due to that cannot create contracts.
STEPS
The issue can be reproduced at will with the following steps:
We have assigned roles related to "Enterprise Contract Administrator" and "Customer Contract Administrator" to user but do not have access to create contract/Project Invoice/Project Revenue. We must have option "Contract management" under Navigator with Contact, Invoice and Revenue option.
