Engagement Engine rule not working

Timing issue

Issue: Rules are looking for code that has not loaded on the page yet.

Steps to reproduce:
With Firebug, Fiddler, or Dev Tools activated, load site in a browser.

Actual result:
In 'Net' > 'XHR' (Firebug), look for the following error:

NO chat widget will display

Expected result:
No error and widget will display

The issue has the following business impact:
Due to this issue, users cannot chat with agents
