Lead Asynchronous Assignment Does Not Work Anymore (Doc ID 2177973.1)

Symptoms

On : 11.1.11.1.0 version, Leads, Sales Campaigns

When attempting to assign Leads via WS server script or by manually by clicking on "Run Assignment" from the within the lead, the system tries for more than 2 minutes and at the end the following message appears -
 

ERROR
-----------------------

The message is JBO-26061: Error while opening JDBC connection.: Pool connect failed : weblogic.common.ResourceException: Errors during this request (if any): , ApplicationServiceDB(ApplicationServiceDB-rac2): No resources currently available in pool ApplicationServiceDB-rac2 to allocate to applications, please increase the size of the pool and retry.. ApplicationServiceDB(ApplicationServiceDB-rac1): No resources currently available in pool ApplicationServiceDB-rac1 to allocate to applications, please increase the size of the pool and retry.


STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to the Leads UI
2. Edit a Lead
3. From the Actions menu, select Run Assignment
