Not Able To See Layout Changes For Specific User (Doc ID 2177986.1)

Symptoms

On : 11.1.11.1.0 version, Technology Management - Application Customization

ACTUAL BEHAVIOR
---------------
Not able to see custom object layout changes for specific user.

Some page layouts on custom object have been created by using admin logins.
For admin user, the layout changes can be seen but the changes cannot e seen by iuser.

EXPECTED BEHAVIOR
-----------------------
The custom object layout changes should display the same for all users.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
A. Custom object page layout for admin user
 1. Log into Fusion as Admin user
 2. Navigate to Navigator > Application Composer > Sales > SignUp object pages

B. Custom object page layout for other users
 1. Log into Fusion as Integration user
 2. Navigate to Navigator > Application Composer > Sales > SignUp object pages

Navigator->app Composer->select application Sales->Under Sales select SignUp object pages
