Symptoms

 Post Release 11 upgrade, payment transmission using SFTP is failing with following error in Format Payment ESS request log

oracle.apps.financials.payments.sharedSetup.transmissions.publicModel.entity.TransmissionConfigurationEOImpl::handleRequestPayload: payload.available()= 520
oracle.apps.financials.payments.sharedSetup.transmissions.publicModel.entity.TransmissionConfigurationEOImpl::handleRequestPayload: no public key set.
oracle.apps.financials.payments.sharedSetup.transmissions.publicModel.util.SecureFTPPutFunction::public key authentication

oracle.apps.financials.payments.sharedSetup.transmissions.publicModel.util.SecureFTPPutFunction::final remote file name=null

oracle.apps.financials.payments.sharedSetup.transmissions.publicModel.util.SecureFTPPutFunction::java.lang.NullPointerException
oracle.apps.financials.payments.shared.util.publicModel.common.util.CodePoint::java.lang.reflect.InvocationTargetException

 

java.lang.NullPointerException is caused by null value passed for payment file name.
