On : 11.1.11.1.0 version, Territory Management, Quotas

When attempting to add member in new territory proposal getting server error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to manage territory proposal -> add a territory to the proposal -> on edit territory page -> try to add a new team member
2. error is returned

Due to this issue, users cannot add new team members to territories.
