Project Financials Not Reflecting Actual Hours in Instantis EnterpriseTrack

In the the monthly financials, a completed task is displaying Plan hours instead of the Actual Effort.
The issue can be reproduced at will with the following steps:
1. Log in as Application Administrator (app_admin) or user with equivalent privileges
2. Navigate to (projectID) > Schedule > Plan tab
3. Select each task, notice Estimated Hours=8, Actual Hours=1
4. Navigate to the Project Financials > Monthly. Notice only 2 hours displaying in OpEx Standard Effort instead of 8 hours.
