Fusion Global HR: Error "The Work Relationship Has Been Created Because of a Global Transfer. You Cannot Change the Start Date of the Work Relationship" While Changing Hire Date After Incorrect Global Transfer

When attempting to change the Hire Date of an employee to a future date who was transferred from Beijing to US using Global Transfer, the following error occurs:
Error: The work relationship has been created because of a global transfer. You cannot change the start date of the work relationship.
The issue can be reproduced at will with the following steps:
1. Log into Fusion Applications.
2. Click Navigator > Person Management
3. Search for the person from the Search page.
4. Click on task "Manage Work Relationship".
Then change the Hire Date to a desired date.
Then the above error is thrown in the page Manage Work Relationship.
