Cannot change Employee's Home Address

On : 18.104.22.168.0 version, Global Human Resources
Using the SYSTEM.ADMINISTRATOR user it is possible to correct the Home Address of employees. However, using an ordinary user it is not possible to modify the home address because only the “Type” field is shown and the other fields (Country, Address, Post Code, City, and Province) are missing.
How can we enable the address fields for ordinary non-administrator users?
