Unable To Create A JCS Instance (Doc ID 2180873.1)

Goal

When creating a JCS instance, you get the following error message:

       "Could not connect to Oracle Storage Cloud Service using given user name and password"

The user id and password is correct and used to successfully log into cloud.oracle.com and create storage.  You still get above error.
