Not Able To Login Fusion Application Through Federation SSO, Got System Error

When trying to access fusion application via our SSO link (IDP initialized SSO link), user will receive following error:
"System error. Please re-try your action. If you continue to get this error, please contact the Administrator.
And same user can login by using his fusion application credential
Steps to reproduce:
1. User logon to his PC with windows credential
2. Access fusion application through SSO link
user will get system error
