On : NA version, Rules Engine

ACTUAL BEHAVIOR
---------------
Allstate: EE Rule Not Evaluated (Returning FALSE, Iteration=0)

An EE rule is configured to be evaluated on "change of javascript variable". The js variable changes on page load but the Inspector shows the rule returning FALSE with iteration=0.

EXPECTED BEHAVIOR
-----------------------
On change of js variable, the rule will be evaluated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create a rule using Evaluation Cycle = "on change of javascript variable" value=pageId
2. create a TEST page where the pageId value is updated/changed as user navigates to a new page

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, the rule does not execute.
