Difference Between Outlook And SUI - Contact Mandatory Fields

On : 18.104.22.168.0 version, Microsoft Outlook
There is a difference between Outlook and SUI behavior when creating a new contact:
- E-mail is a mandatory field in Outlook
- whereas in SUI, telephone number or e-mail are mandatory.
In SUI, we have script/validation which requires either Phone OR email for a Contact – can we make this same behavior in Outlook?
