R11: Not able to access REST API on Account and Contact objects

Customer cannot access REST API on Account and Contact objects.

but gets this error: "oracle.adf.internal.model.rest.core.exception.ResourceNotFoundException: The resource definition could not be found. Resource: Accounts [Version: 11.1.10]
